A market shaped by Aberdeen Proving Ground
Harford’s rental demand leans heavily on Aberdeen Proving Ground and the contractors and civilian staff around it. That produces a tenant base that relocates on orders and on contract cycles rather than on the academic calendar, and it rewards owners who can move quickly on a qualified application.
The housing stock is suburban and considerably newer than Baltimore’s rowhouses, so a smaller share falls inside the pre-1978 lead rules. That is worth checking rather than assuming, because the obligation turns on the build year of your specific property.

Maryland has no statewide landlord licence. What it does have is the lead rental registration, and that is driven by the age of the building rather than by which county it is in.
Local requirements are the part that varies. Harford County and its incorporated towns do not all treat rentals identically, and an address in Bel Air is not automatically subject to the same rules as one in unincorporated county. My house was built in 1992. Do the lead rules apply?
Maryland’s lead rental registration is driven by pre-1978 construction, so a 1992 build sits outside it. The rest of the landlord-tenant obligations still apply in full.
Do you handle military and contractor tenants?
Yes. A large share of demand here relates to Aberdeen Proving Ground, and we screen every applicant against the same criteria regardless of employer, in line with our Fair Housing Statement.
