Baltimore City

Baltimore County
A County rental license, renewed every three years. Includes Towson, Catonsville, Dundalk and Essex.
Harford County
No county-wide license. Includes Abingdon, Fallston, Aberdeen and Havre de Grace.
What we handle for owners
Rental rules in the Baltimore area
The rules change at every county line.
- Baltimore City: every non-owner-occupied property is registered each year (due January 1) and each rental needs a City rental license, renewed every two years. The license inspection must be done by a Maryland-licensed home inspector registered with the City, within 90 days before the application, and lead paint compliance is a condition of the license. (Baltimore City DHCD)
- Baltimore County: all rental property needs a County rental housing license before a tenant moves in. The license runs three years. For buildings of six or fewer units, a state-licensed home inspector inspects each unit, and homes built before 1978 need a lead certificate. Owners who live outside Maryland must name a legal agent who lives in Maryland. (Baltimore County PAI)
- Harford County: there is no county-wide rental license, and none for long-term rentals in Bel Air or Aberdeen. Havre de Grace requires every rental unit to be registered with the City before it is occupied. (Havre de Grace City Code ch. 147)
- Everywhere in Maryland: rentals built before 1978 must be registered with the Maryland Department of the Environment every year ($30 per unit, due December 31), and a passing lead inspection certificate is required before each new tenant moves in. (MDE)
- Security deposits: since October 1, 2024, Maryland caps a security deposit at one month’s rent, with a narrow exception tied to state utility assistance. It must be returned with interest and an itemized list within 45 days after the tenancy ends. (Md. Real Property 8-203)
