Cumberland is where Eastern Properties Group started, and it’s still our home base. As the Allegany County seat, the city carries the courthouse, the county offices, and a downtown that has spent years rebuilding around the historic Baltimore Street pedestrian mall and Canal Place, where the C&O Canal towpath ends. The rental market here is a mix: historic homes in North End, more affordable housing in South Cumberland, and a steady stream of renters connected to UPMC Western Maryland, the region’s largest hospital. We manage across that whole range, and we’re a short drive from most of it.
A Rental Market Built Around More Than One Employer
Cumberland’s population is around 19,000, but the rental market draws from well beyond city limits. UPMC Western Maryland, the area’s largest hospital, has a network of physicians across more than 30 specialties, and hospital staff move in and out on a different schedule than a typical residential market. Add in county government employees, since Cumberland is the Allegany County seat, and long-term residents in neighborhoods like North End and South Cumberland, and you get a rental market with a few different rhythms running at once.

Cumberland rental rules at a glance
- City of Cumberland: every rental unit needs a City rental license, $25 per unit per year on a July 1 to June 30 license year. A City code enforcement officer inspects before each new tenant moves in, unless the unit passed an inspection in the prior 12 months. Owners who do not live in Allegany County must appoint a local agent. (City of Cumberland)
- Everywhere in Maryland: rentals built before 1978 must be registered with the Maryland Department of the Environment every year ($30 per unit, due December 31), and a passing lead inspection certificate is required before each new tenant moves in. (MDE)
- Security deposits: since October 1, 2024, Maryland caps a security deposit at one month’s rent, with a narrow exception tied to state utility assistance. It must be returned with interest and an itemized list within 45 days after the tenancy ends. (Md. Real Property 8-203)
