THE LOCAL MARKET

A rowhouse market, and an almost entirely pre-1978 one

Baltimore’s rental stock is dominated by rowhouses and small conversions, and the great majority of it predates 1978. That single fact shapes everything: lead compliance is not an edge case here, it is the baseline condition of nearly every property we look at.

The city also varies block by block in a way the western Maryland markets do not. Rent, turnover and tenant profile can change inside a few streets, so we price and market a unit against its immediate neighbourhood rather than a citywide average.

COMPLIANCE

Baltimore City runs its own rental licence, on top of the state

This is the part owners new to the city most often get wrong. Maryland’s lead rental registration is a state requirement. Baltimore City’s rental licence is a separate, additional one, and you need both.

Registration applies to non-owner-occupied property whether or not it is currently rented, occupied, or earning anything, and it renews annually.

Register the property
Non-owner-occupied properties register annually with the city, due at the start of the year, whether or not the unit is occupied.

Pass a third-party inspection
The inspection must be done by a Maryland licensed home inspector who is also registered with Baltimore City to perform rental inspections. Not every licensed inspector is.

File the report in time
The passing report has to reach the city within 90 days of the inspection. Miss the window and it will not be accepted.

Supply the lead certification
MDE lead certification information is required before a rental licence is issued.

Frequently asked questions

If the property is not owner-occupied, yes. Baltimore City requires registration and a rental licence for one and two-family dwellings as well as larger multi-family buildings.

No, and this is the most common delay we see. The inspector must be licensed by the State of Maryland and registered with Baltimore City to perform rental inspections. We arrange an inspector who meets both tests.

It brings you inside Maryland’s lead rental registration and the certification that goes with it, and the city will want that lead certification information before it issues a rental licence. Most Baltimore rental stock is affected.
