Frostburg is real territory for us, not just a market we advertise in. It’s a small mountain town of around 7,000 year-round residents that grows by a few thousand more once Frostburg State University is back in session each fall. That mix changes how rentals work here. Leases turn over on an academic calendar, a lot of the housing stock near downtown and campus is older homes converted into rentals over the years, and the compliance requirements are specific to Allegany County. Frostburg State University enrolls around 3,400 undergraduates, and first-year students are required to live on campus. That means the off-campus market is really a sophomore-through-senior market, concentrated in the neighborhoods near campus and downtown Main Street. A lot of that housing stock is older homes that have been converted into rentals over the decades, which takes local knowledge to manage well.

Frostburg rental rules at a glance
- City of Frostburg: rental units are licensed every year, and the City’s rental housing inspector inspects each unit every three years. The FY27 fee is $48 per unit if renewed by February 1, rising after that. Owners who live more than 25 miles away need a local agent. (City of Frostburg)
- Everywhere in Maryland: rentals built before 1978 must be registered with the Maryland Department of the Environment every year ($30 per unit, due December 31), and a passing lead inspection certificate is required before each new tenant moves in. (MDE)
- Security deposits: since October 1, 2024, Maryland caps a security deposit at one month’s rent, with a narrow exception tied to state utility assistance. It must be returned with interest and an itemized list within 45 days after the tenancy ends. (Md. Real Property 8-203)
