Short answer: you can own and rent out a Cumberland property from anywhere, but the City requires owners who do not live in Allegany County to appoint a local agent, and every unit needs a City rental license and an inspection before a new tenant moves in. Before the first tenant
- City rental license. Cumberland charges $25 per unit per year, on a July to June license year.
- Local agent. Register an agent who lives or has offices in Allegany County.
- Inspection. A City code enforcement officer inspects before each new tenancy, unless the unit passed in the prior 12 months. The unit should be vacant, in move-in condition, with utilities on and smoke and carbon monoxide alarms in place.
- Lead paint. If the home was built before 1978, it needs MDE registration and a passing lead certificate. See our lead paint guide.
