A rowhouse market, and an almost entirely pre-1978 one
Baltimore’s rental stock is dominated by rowhouses and small conversions, and the great majority of it predates 1978. That single fact shapes everything: lead compliance is not an edge case here, it is the baseline condition of nearly every property we look at.
The city also varies block by block in a way the western Maryland markets do not. Rent, turnover and tenant profile can change inside a few streets, so we price and market a unit against its immediate neighbourhood rather than a citywide average.
Baltimore City runs its own rental licence, on top of the state
This is the part owners new to the city most often get wrong. Maryland’s lead rental registration is a state requirement. Baltimore City’s rental licence is a separate, additional one, and you need both.
Registration applies to non-owner-occupied property whether or not it is currently rented, occupied, or earning anything, and it renews annually.
Each licence runs two years from the date it is issued, and the renewal needs a fresh inspection, so the calendar matters. We track the dates and handle the filings. The wider Maryland picture is on our rental registration and lead paint page.

Frequently asked questions
Do I need a rental licence for a single rowhouse in Baltimore City?
If the property is not owner-occupied, yes. Baltimore City requires registration and a rental licence for one and two-family dwellings as well as larger multi-family buildings.
Can any home inspector do the licensing inspection?
No, and this is the most common delay we see. The inspector must be licensed by the State of Maryland and registered with Baltimore City to perform rental inspections. We arrange an inspector who meets both tests.
My property was built before 1978. What does that change?
It brings you inside Maryland’s lead rental registration and the certification that goes with it, and the city will want that lead certification information before it issues a rental licence. Most Baltimore rental stock is affected.
Do you manage outside the city line?
Yes. We work Baltimore County and Harford County as well, and the requirements differ across those lines. Ask us about your specific address and we will tell you what applies.
